After all, the amount would have to cover food, transport, rent, clothes, shoes, bills. If we think of these things as minimum rights, working or no, then they have to be paid for. The figure of £7000 may be slightly out of date, but the National Office of Statistics will have a more up-to-date figure of what is require for the basic requirements. Tax the stereotyped single parent the moment they earn their first pound. Does this sound brutal? Of course it does. But I would support it. Does that make me brutal? I think that it would only if we did that under the current system. At the moment, what we have a hotchpotch of measures and countermeasures with sticking plaster, brown paper and old glue on top. Those who earn are "allowed" to earn up to about £5000 (roughly) before major taxation kicks in. Those who don't earn have money handed out to them by the social state, and charities supplement that.
