I moved to this borough in January 2008. Within a few days I received, unsolicited, the "Greenwich Time" - a "newspaper" which I can only describe as a propagandist rag.
Given that Greenwich Council prides itself on its environmental credentials, I can only say that wasting resources in such a way is, to say the least, ironic, in that they produce loads of paper that tells you how to save paper!
Like most Council's nowadays, Greenwich has a totalitarian approach to waste removal: Dare to transgress the strict recycling policy (ie: wrong thing in wrong bin), and your rubbish won't be collected. However, you can only complain to the Council if you print out six pages of its complaint form, only one of which actually includes your complaint, and then post it to the town hall (to be delivered by not-so-environmentally-friendly Royal Mail vans). If you want to dispose of rubbish not included in the collection scheme, you are encouraged to drive ("hire a van") to the Council dump, because the Council will not collect.
Pragmatic and cost-effective? = Yes.
Environmentally Friendly? = No.
