I think the 80s produced far more good films than the 70s. Probably not as many as the 90s, but that's another story.
Here are my top 10, in no particular order...

1. Brazil (1985) - Terry Gillam's bizarre (what else, from him?) and Kafkaesque movie. There's a star studded cast: Bob Hoskins, Ian Holm, Michael Palin join Jonathan Pryce in a kind of archaic-futuristic landscape, and Robert de Niro's cameo as the heating engineer is inspired.
2. Jean de Florette (1987) - very moving story, excellent acting, and beautifully shot. It lives on in your memory for years afterwards. The French subtitles aren't even a problem.
3. Blood simple (1985) - involved thriller, which revolves around a plot to kill an adulterous wife. It's the debut from the Coen Brothers, and cost only 1.5 million dollars to make.
4. This is Spinal Tap (1984) - spoof rockumentary which meant no-one could ever take Heavy Metal seriously again.
5. Hope and glory (1987) - John Boorman's semi-autobiographical account of wartime London
through the eyes of a child. The narrator's voice at the beginning is really him.
6. Back to the future (1989) - First of the very enjoyable sci-fi trilogy. My favourite bits are those featuring Crispin Glover (George McFly), who, I recently learned, lost his voice due to nerves, and had to dub all his lines later.
7. ET (1982) - this sentimental tale of an alien away from home appeals to the child in all of us.
8. Gremlins (1984) - wicked humour, my next-to-favourite Christmas film (It's a Wonderful Life comes first).
9. Gregory's Girl (1980) - very dated in some ways (especially the main premise that a girl playing football, and especially better than boys, is somehow strange, but I still like its charm and innocence. I also think Clare Grogan (previously in pop band Altered Images and later in Red Dwarf) is brilliant in it.
10. Roxanne (1987) - Steve Martin in t
he reworking of the Cyrano de Bergerac tale. Very funny, but also a touching comment on human cruelty.

not sure about hope and glory but yes the rest of the list is excellent !
