Tesco Wipes to dry. (Tesco Value Baby Wipes)

Is it me, or has anyone else found the Tesco Extra Thick Baby Wipes to dry.
I usually buy the Pampers baby wipes, because I have always trusted them. But good old Tesco had a buy one get one free offer on baby wipes, so I thought why not try them and see what they are like. But I have to say I am not that impressed with them. When first using them they are dry at the top, and it is not until you get half way down they get moist. I wonder if it because they are fragrance free, or are the frangrant ones the same?
Why is it the moisture is all at the bottom. Not only that they are not as soft as Pampers, they are a bit like cardboard. I cannot complain about any other baby product Tesco does, but I am going back to Pampers, unless someone can tell me why there wipes are dry, and like cardboard. Or is this just a one off, or was that why they were on special offer.
