Troubles if you move to a different country (paypal.com)

I simply cannot use my Paypal account these days, asked Paypal for assistance but they were useless. Here is why.
I have registerred with Paypal several years ago with a debit card that I had at that moment. Everything worked well to begin with and I made several purchases via their tansfer. I cannot blame the actual payment process as did not have bad experience. But some time ago I had to simply change my details in my Paypal account and I could not! I moved to a different country, therefore have been issued a new card by a new bank.. I did not use Paypal for a while as well and therefore by the time I can to renew my details I did not have the old card on me as it expired far ago!
Now I am trying to register a new card with my existing account. And here is the trick, it can register any card, change any address but still refers to the old country which is not the case anymore!
I have contacted Paypal they said there is nothing they can do without me having the details of my old card and I simply need to open a new account. But i disagree with this customer service. I want to keep an account, feel legible to do so and do not want to keep old account open wihout even using it..
Before I spotted it (the fast that the country was indicated wrong while processing payments) I still ended up making several purchases and was extrimely worried if there would be a contradiction between addresses and my money would get lost..
There are certainly areas where Paypal needs improvement.
