I think you reach a certain age in life when you definitely do not feel as young as you once did, I think for me it was about 35! You start to see lines, dimples and marks appearing and your skin just seems to start losing that young look and feel and does start to sag a bit! Noticeably more so in mature skin, but even a younger person can have skin that is not taut. Someone who has lost a lot of weight for instance can have excess loose skin.
