When this first came out the quality of the picture was pretty good compared to the other camcorders on the market. Not only that, the whole unit was tiny, not really any bigger than a credit card, but had many functions. Also, it was affordable.
Now though, the DV 4000 seems very dated. Most of the features on it can be done by standard digital cameras and the recording and photography quality is not that good. The fact that it takes SD cards is good as one of the features which is an mp3 player can be utilised with the larger memory cards which are available now. However, the interface is not very good and the sound quality is not brilliant. In terms of the picture quality, the lack of a flash limits the use as in anything but bright sunshine the picture quality is not brilliant. Furthermore, compared to most camcorders around now the video resolution is low. It does have a rechargeable battery which is really good.
In short, at the time the DV 4000 was a good pice of equipment for the money and for the features. However, now, unless you find it for very cheap it is not worth buying when there are so many other brilliant cameras on the market.
