Of course this diet 'works'. If you don't eat enough calories you lose weight. This is important if you're about to have major surgery but just because a hospital uses it doesn't make it healthy for non-pathological patients. It is in effect a starvation diet with vitamins and fibre to keep your gut moving.
As a method of keeping your weight down for cosmetic reasons it's useless because without a descent into full on anorexia (which this diet would be if you kept with it after you'd lost all excess fat) the first thing you'll do is put the weight straight back on again once you start eating again.
Yes I have friends who use this diet, all of whose weight yo-yos badly (and unhealthily). If it's for cosmetic reasons there are much better diets available (starting with the eating a bit less concept which works wonders...)

Summary:
