Why not somebody good? (Paul Ince)

Disadvantages: Too old, uninvolved, poor, pointless... need I say more

During the Portugal match I was wondering who the eleventh player was. I counted Adams and Campbell in central defence, the Nevilles as the fullbacks, Mcmanaman on mid left, Beckham on the mid right, Scholes in attacking midfield and Shearer and Owen up front.
Then I realised that was 9 players without including Seaman. Then after painstaking moments of remembering the team I found Ince was the 'missing' player. His part in the match was so small he only managed to do one note worthy thing, get booked.
Not one thing despite the threatening Rui Costa tearing our defence apart with cutting balls. Why?
Surely he could have made more effort. Why not somebody good like wise(?) or Gerrard?
