How about do what is done in North American ice Hockey. They have 2 or 3 extra officials sitting in a booth with an advanced video system. If there is a hard decision to make like a penalty, or if a ball went or not over the line, etc. The ref on the field goes to the side line calls the ones in the booth, they watch replays from all possible angles and make their decision with almost no room for mistake.
I know football has a lot of tradition, but I feel like it has to embrace these new technologies to make the game more honest.
Everything in the game is evolving, from better shoes to faster balls to better jerseys to better stadiums, the players are faster and more powerfull, the tournaments change their formats. So why does it seem such a big deal to try and improve the way games are officiated?
Football is still using an officiating system that was agreed upon by some English guys around 100 years ago. That seems so antiquated and backwards.
I think that the powers that be (footballing powers) have no interest in changing it because then it becomes much harder to get away with "honest mistakes", and the big rich teams (National and clubs) will start losing more often and that means less money for UEFA.
