It is a water free hand sanitiser which is used to clean the clients and technician's hands before the nail treatment begins. It does not require any water so is therefore ideal for the mobile nail technician.

I am a Nail Technician by trade and for the last 3 years I have been using Creative Nail Design products. Creative Nail Design as a company (also known as CND) have won many many industry and customer awards for their products over the years. They are classed as Professional products in the industry and some can only be bought by specifically trained Creative nail technicians (for which I am one of many!). It smells ok and the scent lingers on your hands for a while so it must be cleaning your hands.
