Stayed at ChaemChanh in the mid-'90's. Nice villa, clean, limited menu. Seemed to be a favourite venue for courting couples looking for a room for an hour. Nice gardens. 20 minutes walk from town centre. Very quiet area, but near to everything worth looking at in Vientiane. When I was there it felt very safe, although I hear that things have disimproved. The owner at the time was a lady called Madame Thip, who spoke very good (perfect ) english. One needed to be careful when driving around as the locals are rather reckless in their driving habits, and sometimes arrange "accidents" with foreigners so that some compensation may be discussed.
