Booking in advance doesn't always guarantee you a place as they seem to have this bizarre procedure of expecting that half the people won't turn up so they double book the rooms. I can't really comment on the quality of hotels in Berlin - I went with work so it's fair to say my experience of what was on offer was better than I'm normally used to and can usually afford! The thing I'd say you have to look out for is that at certain times of the year, the place is heaving.
