Chatrooms are generally immediate messaging boards where you can meet people online and talk with them sharing your interest, I think that even though there have been measures made to secure chatrooms over the last few years online, they are still mostly just men and women who are perverted or want your money.
I used to use chatrooms when I was younger, around the age of 14, I just used them for fun in general with my friends and we would go online and talk with eachother and occassionally others in the rooms (this was before my I signed up for a msn account. As soon as you signed into one of these sites you entered a chatroom that was filled with people who all talked about their interests and most tried to show you some affection and more in perverted kinds of ways.
I think that the chatroom idea was kind of ruined by these people online, just going on to chat up young girls who are a bit sillyer about things than older women and would feel privilaged instead of creeped out and discusted.
Overall though I think that chatrooms arent a save place to be for anyone, they are basically dating websites with minimal security, if you feel like you need to socialise joining a club in your local lesuire centre or joining a night class at work would be a better and safer way to find people with your similar interests, at least then you know that the person you are talking to is who they say they are, on the internet you dont know who someone is, someone who says they are a 12 year old girl could actually be a 50 year old man or if you feel that you want to find love, the high advertised dating websites like Match.com are much more safe and are monitored more strcitly so you will be less likely to come across the dodgey characters that hide behind their screen names in chat rooms, chatrooms are not safe in my opinion, especially for children who tend to be more trusting and have less sense when talking to people.
