Yeah right, don't even dream about it. Banks in the UK are very wary of the non-EU students when it comes to giving a student loan. At present,the banks policy on this matter has gone harsher for the non-EU students. (if you are not recieving grant from LEA, a particular bank would hardly consider your application to open a student account there)
Trust me, many have tried, on almost every banks, and many came out with a gloomy day ahead. What they were told was they need a confirmation letter that they would get a secure job here (in the UK) during the period of their repayment even before their courses start at the universities!!! An excuse me MR, how am I supposed to do that? It's really a case of the chicken and egg. Getting a working permit is almost impossible for the foreign students and now you are asking me to provide you with a working contract even before i know my lecturer's name? Just exactly what good are the banks doing for the foreign students? Free cd player, free movie vouchers, £50 into your new account. Wow!
