We have had all the windows and doors replaced in our house,the man that came to give us the quote was very thorough,he explained about the need to have escape routes in every room,and made sure the windows we chose were large enough and opened far enough for us to escape should the need ever arise.
I agree with owt4nowt's opinion, that you must make sure you ask the saleman about the safety aspect,and if he seems in any way hesitant,show him the front door pronto.
Every opening window you have makes the cost of the work more expensive,so the salesman might be thinking that if he keeps the price down then he might get a sale,and having less openers is a good way of cutting costs.
The opening windows must open far enough to enable you to get out of the house incase of fire...think of the largest person in your home,and make certain that the windows are adequate to allow them to escape.
Keep a length of hose pipe,long enough to reach any room from each water source, in your airing cupboard or anywhere you have space,make sure it has fittings for the taps you have upstairs though.

I thoroughly agree with the need to ensure that your windows have a large enough opening to escape a fire, having worked for the fire brigade many years ago, I have seen the result too many times of people trapped in burning buildings. We always advised people to get out rather than try to fight a fire though, fire moves very fast and even a small fire can engulf a room in 2 minutes, you can easily find that by the time you've attached the hose, or filled the bucket, the fire has grown out of control and trapped you.
