Logitech Mouse M90
Advantages: Smooth scrolling, good focus, fits the hand nicely.
Disadvantages: None that I can think of really.
Logitech are mainly known for their keyboards and mouses(mice? haha), as well as webcams - product of which all I have personally owned. I've also owned a number of mouses in my time...
In terms of a basic optical mouse, for browsing and clicking... this does the business.
It really depends what you're looking for, but from my experience - there really isn't much difference between mouses unless you're an obsessive gamer looking for a specific grip and need. But if you are a general PC user looking for an affordable, yet decent, optical mouse: this is for you.
As for how you go about setting this up - it's plug-and-play USB, which is quite literally how it sounds: you plug the mouse in via USB and your computer will automatically recognize it, and you're ready to go. And you don't have to worry about compatibility issues; if you have Windows, this will work.
It has standard left/right buttons and a nice scrolling wheel too.
Overall, decent mouse for a cheap price.
Summary: Decent mouse, cheap price.
