This song talks about the apathy of countries such as the USA who don't try and do anything untill it's far too late. Propagandhi have been around for quite a while now but over the last 8 years, they had previously only released two albums. Their first album was called How To Clean Everything, and was poppier than their latest offering. It still had a very strong political slant however, so if you're not interested in politics you may not understand some of the humour and irony involved. Their next album was called Less Talk, More Rock which was an excellent album, marred only by long political exerpts throughout it. Today's Empire's, Tomorrow's Ashes however, has no such flaws.
