A secret gem. Vastly under-rated, this album seems to have slid past most fans of rock music. Granted that Townshend rarely conforms to what is considered a popular format, but what a boring place the music world would be without him. White City proclaims working class roots that he never had, the same roots that appeared in the magnificent Quadrophenia, but the music still has a genuine feel for the frustrations of people with their lot in life.
