Diablo or Diabolo the proper spelling is Diabolo but it is frequently spelt Diablo
So what is a Diablo?
The Diablo is a juggling tool that evolved from the Chinese yoyo
A diabolo is two sticks which have a length of string tied to join them. Then there is a spool.
The way to use a Diabolo is to hold a stick in each hand and the spool is balanced on the string . The spool is whirled tossed into the air and then caught on the piece of string that connects the sticks. A skilled operator can do many tricks with the spool sometimes several spools.
A juggler may display his skills at a circus or a fair.
I have a wooden diablo. I bought mine at Cambridge folk festival a few years ago. I have seen them for sale at other festivals and traditional fairs.
I am not very skilled at it can just about toss the spool into the air and catch it but only just, guess I have not practiced enough.

http://www.toypost.co.uk/product.php?productid=11 9 has a wooden one and some coloured plastic diabolos too these cost £2.95 ($ 5.75), There are several other sites offering these toys/juggling tools for sale.
You can get wooden diablos like mine or gaily coloured plastic spools. Diabolos come in a range of sizes the smaller lighter ones apparently can be thrown higher while the heavier ones keep their momentum going longer.
