Much legislation has been directed towards the young offender and the persistent young offender. Being treated leniently at first with warnings, to curfew orders and even parenting orders puting the onus on the parent to keep them under control.
You must ask youself though is there any purpose to this, how can we improve or even maintain this system when you don't have the police officers to deal with it.
For serious offences of violence prison can be the only option but for less serious offences there has to be another option for the persistent young offender. It has to be a system put in place not only where the offender can be supervised but educated. Should a period in military service be considered, certainly removal from the lifestyle that he/she is used to must be considered. The problem with the old systems and the new is that they all cost money to keep in place and to this end they will never improve or at least be used to their full potential. The Government is going in the right direction but as usual it is only a half hearted attempt.

U r correct but i dont think that a 14 or 15 year old would be able to cope in prison with men - still very useful
