F1 Manager was released in 2000 and is supported on Windows 95 and 98. It's a complex game with many aspects - for example you can modify your car right down to the electronics and brand of brake pads! It's certainly addictive, as well as managing your team you can watch the races with graphics which were high quality at the time.
