I have been a Sim City player ever since the original version came out. It has never failed to captivate me, and it keeps getting better with each version. The game essentially allows you to set up a city, manage its growth, and then manage a large number of factors (zoning, utilities, tax rates, the mix of housing, commercial and industrial activity) in order to make a city thrive. It has a serious side -- making you think about how societies are managed -- and a fun side -- like watching traffic pile up when you mis-manage a road network.This version has much better graphics and 3D features, and is definitely worth getting (vs. the cheaper "classic" Sim City 2000 version).
