Advantages: handy, easy to use, padded to protect buggy, cheap
Disadvantages: not made for use on a stroller
Bag! Ahhh! We show up for school let-in and suddenly my nice calm child is a demon running around like his backside is on fire! I've managed to get him to stop just dropping his bags on the floor before running off to play. Now he at least asks me to hold them (whilst letting go of them and starting to turn to run!) It's a start I guess.
When using the big Graco buggy it's no problem because I simply chuck them on the bottom but if I'm using the stroller I have to try and fit the bag handles over the stroller handle bars. The kids race into school when the doors open so getting the bags off quickly was posing a problem for him.
I had months before purchased a buggy clip from eBay for £2.59. It came in handy when doing bigger shopping trips because I could easily slip a bag handle onto the clip and move on. I never liked how my handbag would get crunched on the bottom of the buggy so having it clipped higher up was nice.
I saw it the other day and wondered if it would work on the stroller. It would obviously hook on fine as it is merely a large carabiner with a foam bit on one end to stop it from damaging the buggy. My only worry was that it might make the stroller too back heavy and knock it over. Thankfully a child's school bag and lunch box aren't overly heavy items so it doesn't cause a problem.
When on the stroller the clip falls down the handle and hangs behind the seat which is a bit low so I prefer it on the bigger buggy.
Currently selling on Amazon for £1.48 and if you have a medium to large buggy it's great. On eBay if was advertised for the Phil & Ted buggy and others of a similar sort of size.
Word of warning: don't hang bags with long handles as they then bash the wheels.
Quick update: On the Graco big buggy there is a bit that sticks out whish usually hold the parent drinks holder. When the drinks holder wasn't on I tried hanging the buggy clip on that so I could use a bag with a longer handle and the result of this was a little tear in the foam on the clip. It's nothing major and no one but me will ever notice but at the same time I thought I'd mention it so that no one else makes the same mistake.

Jan 2013 update: passed this onto a friend now who loves it. Not used for shopping tho ... For her it hold onto toys so they don't get thrown out the pram :)
