First off, the title relates to the understandable restrictions that are placed on drivers for their passengers; seatbelts, booster seats etc. Mr Gumpy's escapades, outlined below just wouldn't be possible nowadays which was cleverly pointed out by one of the children I read this story to. - The author - John Burningham has been writing and illustrating children's books for decades. After studying at the Central School for Art he began designing posters for London Transport.
