Europcar Toulon (France) does not release deposit for longer than a month

I recently rented a car (via online booking) from Europcar at Toulon Railway Station in France. What an unpleasant experience!! Firstly, our booking confirmation stated that the office would be open until 19h30, and thereafter open at an extra charge. When we phoned to confirm this since we would arrive late, we nearly could not be helped as the Europcar person only spoke extremely limited English (which is acceptable in general, but not for a firm doing business as an international car rental company) and were then told that the office would not open for us after 19h30. We thus had to change all our travel arrangements, at extra costs to us. When we arrived at Toulon (during office hours), the office was closed and we had to wait for 15 minutes for a Europcar person to eventually show up. Again, same problem, no English communication possible, thus making it impossible to confirm insurance details etc. When we returned the vehicle, we asked when our credit card deposit of 300 Euro would be released and were informed that this would only take a day or two. (There was no damage to the car at all) It is now one month later and I still have not had my deposit released. I have written various e-mails to Europcar Toulon, to Europcar Customer Services in the UK and now eventually also to Europcar in Namibia (my home country). Europcar in the UK has not responded at all, Europcar Toulon has just replied once and said that the deposit is now released, which is not the case, and Europcar Namibia has merely forwarded our request to a colleague in Paris. We get no satisfactory response from anybody at Europcar and are now already waiting for one month to be able to access our 300 Euros again. Our local bank confirmed that they can do absolutely nothing aobut this as long as Europcar holds on to the deposit. My advice is: Do not use Europcar, and especially not in France. Their mighty admin machine merely ignores you, does not treat you as a worthy customer, and think they have the right to control your money as they wish.
Summary: I would not use Europcar ever again....they treat their customers like dirt
