Personally, I think that balls of steel goes too far in its quest for comedy and cheap laughs.
Cashing in on the jackass money train and taking candid camera to an extreme level, Balls of Steel suffers from the common problem of noughties TV comedy, and that is that it tries to hard to shock to obtain a cheap laugh.

It may be considered funny and radical by teenage boys, who talk about the juvenile pranks in the schoolyard, but in reality it is just gratuitous.

"Acts" (for want of a better word) included in the show include,

Neg, the Urban cowboy, who is somewhat of a wideboy, recieves his laughs from his anti authority stunts, including winding up security guards in stores by pretending to have stolen an item (setting off the security system with a tag) The impression he gives to viewers is that as long as its a laugh, just do what you want.

The Big gay following, who is an overtly camp male, who invades unsuspecting males personal space before asking an obscene question of them, is just uncomfortable viewing and if this did not have a laughter track would border on a criminal offence.

The psycho girlfriend, who approaches a young couple, latching on the the male and pretending that she is a lover, much to the distress of the males partner, this is awkward viewing as a domestic argument ensues, the poor chap trying to explain to his girlfriend that he doesn't know what is going on.

There are several other perfromers, and it all just boils down to uncomfortable situations with unsuspecting members of the public, and most of the jokes would not be funny had the oiled up audience been laughing along.

This is childish and crude with no real comedy thought process.
Some may love it, but really, would you want these jokes to be pulled on you?

Summary: Gratuitous waste of air time
